Position Overview
OMNI is seeking a highly skilled Insider Threat & Anti-Terrorism Specialist to provide comprehensive security and risk management support in alignment with Department of Defense (DoD) and Federal requirements. The ideal candidate will possess expert knowledge of Insider Threat program management (ISC), Anti-Terrorism/Force Protection (AT/FP), and related mission assurance disciplines. This position involves direct coordination with government agencies to develop, implement, and assess security strategies that safeguard personnel, facilities, and operations across the organization.
Key Responsibilities
Insider Threat Program Support
Develop, implement, and maintain Insider Threat policies and procedures in accordance with DoD and ISC guidelines.
Apply a comprehensive understanding of ISC and DoD security frameworks to assess program compliance and identify risks.
Analyze organizational processes, collect data, and prepare detailed reports and recommendations for leadership.
Collaborate across physical security, personnel security, and information protection disciplines to ensure integrated threat management.
Conduct incident assessments, develop investigation reports, and track mitigation efforts.
Utilize strong analytical and critical thinking skills to assess vulnerabilities and propose mitigation strategies.
Anti-Terrorism / Force Protection (AT/FP) Support
Serve as the Anti-Terrorism Officer (ATO), providing technical expertise, training, and employee support for AT/FP programs.
Coordinate with the Pentagon Force Protection Agency (PFPA) to conduct AT assessments across all DHA locations within the National Capital Region (NCR).
Ensure compliance with U.S. Northern Command (USNORTHCOM) AT requirements and facilitate assessments for all DHA locations.
Liaise with host organizations on AT requirements when DHA facilities are tenants on other installations.
Develop and maintain Anti-Terrorism plans, policies, and procedures for assigned locations.
Attend AT/FP meetings and disseminate relevant updates to leadership and staff.
Coordinate with external agencies to plan and execute drills, exercises, and improvement plans.
Compile and report AT/FP metrics, trends, and performance data to leadership on a recurring basis.
Mission Assurance & Program Support
Support the Physical Security and Mission Assurance teams with related programmatic responsibilities.
Apply analytical, management, and organizational development techniques to evaluate security operations and recommend improvements.
Assist in developing and assessing performance metrics, compliance standards, and change management initiatives.
Prepare comprehensive reports and briefings to senior officials based on evaluations and assessments.
Job requirements
Active Secret Clearance.
Bachelor’s degree in Security Management, Criminal Justice, Public Administration, or related field (equivalent experience considered).
Extensive knowledge of Insider Threat program requirements and ISC standards.
Strong understanding of Anti-Terrorism/Force Protection (AT/FP) principles and DoD compliance processes.
Familiarity with management principles, organizational theory, and security policy development.
Experience working with the U.S. Military and Department of Defense, including knowledge of ranks, structure, and operations.
Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint).
Excellent communication, analysis, and problem-solving skills.
Ability to work independently and exercise sound judgment under minimal supervision.
Preferred Qualifications
Certified Anti-Terrorism Officer (ATO) or equivalent DoD certification.
Experience developing Insider Threat programs or supporting Mission Assurance efforts in a federal or DoD environment.
Prior experience supporting the Defense Health Agency (DHA) or similar federal organizations.
