OMNI is seeking an Acquisition Project Manager to provide direct support to the Department of Commerce (DOC) Office of Acquisition Management (OAM) for the development and implementation of an Other Transaction Authority (OTA) Guidebook. This support effort will not exceed 1,440 labor hours over the course of a year period of performance.


OAM supports the DOC by providing comprehensive and timely policy, guidance and oversight that enables bureaus and program offices to execute their missions guided by the Department's Strategic Plan. OAM’s work is essential in ensuring a highly skilled and sustainable acquisition workforce. OAM establishes policies for the acquisition community and provides access to tools and training. OAM administers and oversees the Department acquisition function through delegated procurement authority provided to six operating units: National Oceanic and Atmospheric Administration (NOAA), National Institute of Standards and Technology (NIST), Patent and Trademark Office (PTO), Census Bureau, First Responder Network Authority (FirstNet), and the office of the secretary. Procurement services for Commerce’s remaining operating units are jointly provided by these five acquiring organizations.


The contractor shall perform the following tasks:


  • Provide comprehensive acquisition expertise and advice to support the development of OTA policy documentation.
  • Benchmark DOC policy and use of OTA against other similar government agencies to document acquisition best practices and lessons learned, and make recommendations to adapt, and apply those practices to the Department of Commerce acquisition environment.
  • Develop a plan for a holistic policy concerning use of OTA at the Department by engaging with all stakeholders to include its operating units as well as the Office of General Counsel.
  • Consult with subject matter experts on their input to pertinent sections and adjudicate comments.
  • Track deliverables and assure any needed actions are completed.

Job requirements

  • Bachelor's degree with 7+ years of acquisition or related functional experience or Master’s degree with 5+ years of acquisition experience or related functional experience.
  • Proficient with Microsoft Office, Word, Excel, SharePoint, PowerPoint
  • Excellent communication, collaboration, and interpersonal abilities to mediate priorities and negotiate with government customers, team members, and stakeholders.
