Position Overview:

We are seeking a highly skilled Accountant / Senior Manager II to provide advanced financial and programmatic support for federal financial operations and special initiatives. The ideal candidate will bring strong analytical capabilities and a comprehensive understanding of federal financial regulations, reporting standards, and internal control processes.

This role includes hands-on financial analysis, policy development, reconciliation, and oversight of programs including the North American Free Trade Agreement (NAFTA) and the Corporation for Travel Promotion (CTP). Candidates must be experienced in managing federal financial statements and contributing to internal control assessments in accordance with OMB Circular A-123.

Key Responsibilities:

  • Perform detailed financial analysis and develop system or process design documents that propose operational improvements or compliance solutions.

  • Create and implement training plans, deliver training sessions, and provide ongoing support to internal teams on financial processes and controls.

  • Review existing general ledger balances to identify and prepare journal vouchers and adjusting entries as needed.

  • Monitor and reconcile SF-132 (Apportionment and Reapportionment Schedule) and SF-133 (Report on Budget Execution and Budgetary Resources).

  • Conduct quarterly Undelivered Order (UDO) Reviews and monthly Unmatched Cost Reconciliation to support financial integrity.

  • Develop and implement internal control policies, standards, and procedures in line with federal guidelines.

  • Support and conduct OMB A-123 internal control testing, including documentation and corrective action tracking.

  • Perform special project financial analysis and provide program oversight for NAFTA and CTP programs.

  • Collaborate with cross-functional teams to ensure compliance, financial accuracy, and efficient program execution.

Job requirements

  • BS/BA degree in Accounting, Finance, Business Administration, or a related field.

  • 8+ years of experience in accounting, financial management, or government financial operations.

  • Strong working knowledge of federal financial statements, general ledger accounting, and budget reconciliation practices.

  • Proficiency in financial systems and tools used for SF-132/SF-133 monitoring, UDO reviews, and unmatched cost reporting.

  • Experience with OMB A-123 compliance testing and internal control assessments.

  • Excellent communication, analytical, and problem-solving skills.

  • Ability to manage multiple tasks, meet deadlines, and lead financial process improvement initiatives.

Open to independent contractor roles (1099)

Preferred Qualifications:

  • CPA, CGFM, or CDFM certification.

  • Experience working within federal agencies or on federal financial systems.

  • Familiarity with NAFTA- or tourism-related federal financial programs.
